Considering the last major quest we got... I'm going with Aquella's brother.
Though the Fear Drake or Akriloth would be cool too.

Drakonnan: we all know he's dead. that thing at the end of the Fire War last time was his armour, animated by Drakkonnas.
Zorbak: he's not exactly 'returning'. he's on the mogloween event.
Akriloth: died twice... and he's in the time scroll.
Drakonnas: he pops up in the Wizard Games every year.
Evil Artix: he's not coming back. that was an accident with a fire orb, and they're almost all gone now.
Worm Sorceress: you mean that freaky worm-woman with a mouth in her stomach? she's in RA. I met her on the Buried Treasure quest last week. and she's not legendary.
Burp King: still around, not too legendary.
Aquella's Brother: likely. he's one of the more evil characters right now, methinks.
Carnax's Creator: MAKKISAR IS A STATUE. HE IS STUCK IN THE FUTURE. HE IS NOT GOING TO COME BACK!
Nightbane/Epheel: legendatry, evil, and haven't turned up yet. very likely.
Calladus: ZORBAK'S HIDEOUT. enough said.
Kabroz: may be helping Jack Pumpkinface with Mogloween and those Pumpkin Golems. he's also a likely suspect.
Fear Drake: died enough times now. and NOT LEGENDARY.

I actually am going with Kabroz. AQ never follows the rules it is a game and everything can be overidden with a little magic.
