There is currently no way to get it without an action Replay or other cheat system. I would get one but I don't feel like taking the risk of having everything I worked so hard being deleted.

Go to the global trading station and search for a level 71 heatran and trade it for a deoxys. make sure that the OT's location is tennessee, usa. my game name is drew
