I prefer the PSP. To date, I haven't seen a half-decent game on the DS, while the PSP has games like Ghost Recon and my favourite on the PSP, Twisted Metal. It also has a version of The Elder Scrolls IV: Oblivion coming to it sometime soon. The DS doesn't even get SUper Smash Bros. Brawl or LoZ: TP IIRC. And the PSP is far easier to use and is far more versitile.

I can't say anything about the PSP because I don't own one, but the DS is a good handheld.
