Generally no, SoFK was an exception and they stated that when it came out. It was also a frostvale rare so it was special.

Having over 100 + rares probably 80% have always stayed in price . Only very special rares like Sword of the Frost King and I think if I recall correctly that it was in the description that it would increase in value. Usually anything that will rise in value will have it in the description.
Bad Medicine makes a good Souvenir for the war atleast .
