Probaly at least in bankai, since he dropped in power after fighting Byakuya.
IMO he was the strongest during Soul Society era.

Except Aizen, which I'm pretty sure Tite has driven himself into a corner with since he looks to be EX in every aspect while average Captain has a few S and a SS.

Aizen is pretty weak...His Zanpakutou fools people. I heard from many that Kaname Tousen joined Sousuke Aizen just to kill him. Note: Tousen was never affected by Aizen's Zanpakutou.
Ichigo kinda stinks in my opinion. He always uses his bankai in a fight. He loses so much blood every battle and still end up surviving.

I wouldn't call the guy weak. I mean, he was shown grapping that big wolf Captain's Bankai with his hand. Or was it with his sword?
Of course, it could all be an illusion, but the fact that he did the same blade-grapping thing to Ichigo and almost cut him in half with little effort gives us insight that he's the biggest godmoder in Bleach.
Assuming that they hadn't ALREADY FALLEN TO HIS SHARINGA- I mean Shikai.
Also to Tousen: Meh, that'd lessen his character value if he would suddenly turn a good guy. Especially with those motives.

You know what Tousen motives are, right?
The one that grabbed Byakuya's sword was H!chi.Who owns Ichigo in every imaginable way.
The one fight they fought was just a facade. Even then, he could have still got out a sword and smashed Ichigo.
But yeah, Ichigo kinda sucks.I'd say he either should die or be taken over by H!chi(and join the Espada after that).

That'd be interesting, but every shounen always keeps the sucky main lead. Just look at Naruto.
Anyway, Tousen, fun guy, blind, believes in justice, although it is a bloody path littered with corpses. I guess he sees some justice behind the stuff that Aizen is trying to pull off. What it is, I don't know.
Equality to all by killing off some unimportant people, like the already dead, and the King?

King can be scrapped. He is not needed and just sits in the storyline.
Tousen belives in the least bloodless way.
So, practically, letting Aizen rule is less bloodless than killing Aizen.
Albeit I expect that Tousen, one day, kills Aizen.
Screw Tolkien, I want something more realistic. We watched a film about our Freedom War in class. Everyone sucky died, and half of the non-sucky guys survived(WWI, Estonia defeated Russian and Balt-saxon army.(mind you, I'm not checking are those names even rightfully translated or right english names))
